Sub: Brief of the meeting held today between the Government of India and the National Council (JCM) (Staff Side)

The Government of India has constituted a committee, under the Chairmanship of Addl. Secretary(Exp.) with J.S.(Pers.), JS(Estt.) and JS(Imp.) as members, to deal with the pending issues of our memorandum, submitted to the Empowered Committee, of which prominent are “Minimum Wage and Multiplying Factor”.

The first meeting of the said committee with the National Council(JCM) Staff Side was held today, i.e. 30th August, 2016, which remained almost introductory. Apart from the Official Side members, Shri M. Raghaviah, Shri M.S. Raja and I myself(from the Staff Side JCM) attended the said meeting.

We raised vehemently the issues of “Minimum Wage and Multiplying Formula” and made them very clear that; the VII CPC has accepted Dr. Aykroyd Formula for fixing Minimum Wage, but has not implemented the said formula in full sense, so, that is not acceptable to the Staff Side(JCM), therefore, Minimum Wage from Rs.18000 must be enhanced and accordingly Fitment Formula should also be changed.

It was agreed by the committee that, since we are again meeting on 1st September, 2016 with the Committee on Allowances, the next meeting of the said committee will be fixed in consultation with the Staff Side(JCM).

Thereafter, we also met the Cabinet Secretary(Government of India) and there also we shown our anguish about the inordinate delay in resolving those issues which were agreed to. The Cabinet Secretary said that, orders for the gratuity have been issued for the NPS covered employees, and orders for the PLB and arrears have also been issued. Many of the issues raised by the Staff Side(JCM) have been accepted and implemented and the remaining issues would also be pursued and settled.

மாநிலச்  சங்கத்தின் இடைவிடாத முயற்சிக்கு

அஞ்சலகங்களின் அலுவல் நேரம் (BUSINESS HOURS ) என்பது , முற்றிலும் கணினி மயம் என்று மாற்றப்பட்ட பிறகு, கடந்த 2006 முதல்  மாலை நான்கு அல்லது ஐந்து மணி வரை நீட்டிக்கப்பட்டது உங்களுக்குத் தெரியும். CHANGED BUSINESS ENVIRONMENT  அடிப்படையில்  வங்கிச் சேவைகள் போல இது செய்யப்பட்டதாக அதிகாரிகள் கூறினார்கள். ஆனால் வங்கிப்  பகுதிகளில் இரண்டாவது சனிக்கிழமை மற்றும் நான்காவது சனிக்கிழமைகள்  விடுமுறையாக அளிக்கப்பட்டன. இந்த சலுகை  நாம் இலாக்காவில்  நமக்கும் விஸ்தரிக்கக் கோரினோம். ஆனால்  இது  மறுக்கப்பட்டது.

மத்திய அரசுப்  பணிகளில்  அஞ்சல் துறை மட்டும் அனைத்து சனிக்கிழமைகளிலும் பணியாற்றிட வேண்டியுள்ளது. இதிலும் நிர்வாகப் பிரிவிற்கும், கணக்குப் பிரிவிற்கும் அனைத்து சனிக்கிழமைகளிலும் விடுமுறையே .

ரயில்வே போல 3 X 8 அல்லது  24 X 7 ENVIRONMENT க்கான  மூன்று மடங்கு ஊழியர்கள் நம்மிடம் இல்லை. ஆனால் நம்முடைய நிர்வாகம் 'சட்டிக்குள் பானையை  கழுவிட" நினைக்கிறது. 'கொள்ளு என்றால் வாயைத் திறக்கவும்  கடிவாளம் என்றால் மூடிக் கொள்ளவுமான ' நிலையில்,' சலுகை  கிடையாது குறைந்த ஊழியர்களை வைத்து, வேலை மட்டும் இரவு வரை வேண்டுமானாலும் செய்ய வேண்டும்' என்றும்  இருக்கும் ஊழியர்களை வைத்தே 'கொத்தடிமையாக' 24 X 7 வேலை விரிவு படுத்திடவும்  நினைக்கிறது. 

எனவே  அஞ்சல் துறைக்கான அடிப்படை சட்ட விதிகளின்படி சனிக்கிழமைகளில்  BUSINESS HOURS  குறைக்கப்படவேண்டும் என்று நம்முடைய மாநிலச்  சங்கம் கடந்த 2015 இல் முதன் முதலில் RJCM கூட்டத்தில் பிரச்சினையை எடுத்தது. இது  நிர்வாகத்தால் மறுக்கப்படவே, நம்முடைய அகில இந்திய சங்கத்தின் மூலம்  SECRETARY  POSTS அவர்களிடம் பிரச்சினை எடுத்துச் செல்லப்பட்டு , ஒன்று -  வங்கிகள் போல இரண்டாவது சனிக்கிழமை  மற்றும் நான்காவது சனிக்கிழமை விடுமுறை அளிக்க வேண்டும் என்றும் , இல்லையேல் -  ஏற்கனவே இருந்ததுபோல அடிப்படை சட்ட விதிகளின் படி  BUSINESS HOURS  மாற்றப் படவேண்டும் என்றும் கோரினோம்.  இது ஏற்கப்பட்டு கடந்த 7.1.2016 அன்று இலாக்காவால்  உத்திரவும்  வெளியிடப்பட்டது. 

ஆனால் மீண்டும் நம்முடைய மாநில நிர்வாகம், இப்படி  செய்தால் இலாகாவின்  BUSINESS மிகவும் பாதிப்புக்கு உள்ளாகும் என்றும் , இந்த முடிவை மறு பரிசீலனை செய்திட வேண்டும் என்றும்   DIRECTORATE க்கு நேரடிக் கடிதம் (D.O. LETTER) எழுதியது . எனவே மீண்டும் RJCM  இல் இந்தப் பிரச்சினை எடுக்கப்பட்டு,அதற்கு   இலாக்கா உத்திரவு  அமல்படுத்தப்படும் என்ற பதில் கொடுக்கப்பட்டு  - ஆனால்  அமல் செய்திட வேண்டாம்  - என்ற தனியான உத்திரவு  மாநில நிர்வாகத்தால்  கீழ்மட்ட நிர்வாகங்களுக்கு அளிக்கப்பட்டது. 

எனவே வேறு வழியில்லாமல் , கடந்த  28.7.2016 அன்று நடைபெற்ற  RJCM கூட்டத்தில்  கடுமையாக விவாதம் மேற்கொள்ள வேண்டிய சூழ்நிலை ஏற்பட்டது. இறுதியில் CHIEF  PMG  அவர்கள் " எதிர்வரும் ஆகஸ்ட் 15 ந் தேதிக்குள் DIRECTORATE இல் இருந்து நிர்வாகத்திற்கு சாதகமான பதில் வரவில்லையென்றால் ,  DTE  உத்திரவு  நிச்சயம் தமிழகத்தில் அமல்படுத்தப்படும்" என்ற உறுதி மொழியை அளித்தார். 

அதன்படியே கடந்த 18.8.2016 அன்று  CONFEDERATION  தேசிய மாநாடு முடிந்த கையோடு நமது மாபொதுச் செயலருடன் சென்று CPMG அவர்களை நம் சந்தித்தோம். இதில் CASUAL LABOUR  பிரச்சினை உள்ளிட்ட வேறு பல பிரச்சினைகளும் விவாதிக்கப்பட்டன. BUSINESS HOURS பிரச்சினையில்  CHIEF   PMG  அவர்களிடம் 15 நாள்  வாக்குறுதி அளித்தீர்களே என்று வினவியபோது , " I HAVE KEPT  MY WORDS - I HAVE ISSUED ORDER"  என்ற பதிலை  நமக்கு அளித்தார். எனவே அதன் அடிப்படையில் கோட்ட/ கிளை செயலர்களுக்கு குறுஞ்செய்தி மூலம் உடன் தகவல் அனுப்பினோம்,  தற்போது  கடந்த  18.8.2016 அன்று அளிக்கப்பட CPMG  அலுவலக உத்திரவு, இலாக்கா உத்திரவு, PMG  CCR  அலுவலக உத்திரவு இவற்றை உங்களுக்கு கீழே தருகிறோம். 

இந்த உத்திரவு  மேற்கு மண்டலத்தில் புதிதாக பொறுப்பேற்ற  PMG  WR அவர்களுடனான இரு மாதங்களுக்கு ஒரு முறையிலான பேட்டி அன்றைய தேதியில், ஏற்கனவே நிலுவையில் இருந்த  BUSINESS HOURS SUBJECT ஏற்கப்பட்டு உடனடியாக அமலாக உத்திரவு அளிக்கப்பட்டது உங்களுக்குத் தெரியும்.. மேற்கு மண்டல PMG அவர்களுக்கு நம் நன்றிகள் .

காலதாமதமானாலும் இறுதியில் உத்திரவினை  அளித்திட்ட  CPMG அவர்களுக்கும்  நம் நன்றியினை  தெரிவித்துக் கொள்கிறோம் .  நாம் அதிக நேரம்  வேலை செய்திட  தயார் தான் . இலாகாவின் உயர்வுக்கு உழைத்திட நாம் தயார்தான். ஆனால் அதே நேரம் கொத்தடிமையாக அல்ல.  உரிய உரிமைகள்  மறுக்கப்படக் கூடாது.  BUSINESS HOURS மாற்றினால்  BUSINESS பாதிக்கும் என்று  நிர்வாகம் நினைப்பதில் தவறில்லை. ஆனால்  அதே  நேரம்  BANKING  ENVIRONMENT  வேண்டும் என்று நினைக்கும்போதே ,  BANKING  பகுதியில்  ஊழியர்களுக்கு அளிக்கப்பட்டுள்ள  சலுகையும் அஞ்சல் பகுதியில்  விஸ்தரிக்கப்பட வேண்டும்  என்று நினைத்தால்  அனைவருக்கும்  நலம்  பயக்கும் அல்லாவா ?   

ஊழியர்களின் இந்த  விருப்பத்தைக்கூட கடிதம் எழுதும்போது   DIRECTORATEக்கு  சேர்த்தே எடுத்துச் சென்றிருந்தால் நிச்சயம் வரவேற்போம் .இது நியாயமான கோரிக்கைதானே ?   மாநில நிர்வாகம்  ஒருதலையாக இல்லாமல் இருபுறமும் சிந்திக்க  வேண்டுகிறோம் .

கடந்த 28.7.2016 அன்று  RJCM  கூட்டத்தில்  CPMG  அவர்கள் அளித்த பதில் :-

REGARDING FIXING OF UNIFORM STANDARD WORKING HOURS IN ALL  POST OFFICES, THE CLARIFICATION FROM DIRECTORATE HAS NOT BEEN RECEIVED SO FAR.   AS IT IS A POLICY MATTER , A DECISION CAN  BE TAKEN  ONLY ON RECEIPT OF CLARIFICATION FROM DIRECTORATE.  DIRECTORATE WILL BE REMINDED.  IF WE DO NOT RECEIVE ANY REPLY  BY 15.8.2016, WE WILL FOLLOW THE ORDER.

Trade unions refuse to call off 2 September strike. Trade unions reject the request to call off the strike saying that the government has failed to address their 12-point charter of demands .

Senior Union Ministers on Saturday held extensive talks after trade unions said no to the government’s request to call off their proposed nationwide general strike on 2 September.

Labour minister Bandaru Dattatreya had urged the central trade unions  on Friday to reconsider their decision to go on strike. However, trade unions on Saturday rejected the request saying that the government has failed to address their 12-point charter of demands. Replying to Dattatreya’s letter, All India Trade Unions Congress (AITUC) and Centre of Indian Trade Unions (CITU) said the status report on the demands is “almost the same as that you circulated exactly one year ago, in the joint meeting with the CTUs held on August 26-27, on the eve of the general strike in 2015”. 

The unions attacked the government saying it is “equally unfortunate” that no concrete measures have been spelt on the issue of price control of essential commodities, statutorily fixing the minimum wage as per norms and social security. Meanwhile, power and coal minister Piyush Goyal and Dattatreya on Saturday held extensive consultations and meetings with senior labour ministry officials over the proposed countrywide strike, sources said. 

Both Goyal and Dattatreya are part of the five-member ministers’ panel on labour issues, which is chaired by finance minister Arun Jaitley, to talk to the CTUs over the 12-point charter of demands. The panel has recently held two-rounds of discussions with Rashtriya Swayamsevak Sangh-affiliate Bhartiya Mazdoor Sangh (BMS) on 16 August and 24 August, which has also been “severely criticised” by other unions for holding such “exclusive discussions”. 

The panel last met all the unions on 26-27 August 2015. The unions had requested Dattaterya on 18 July this year to hold a meeting with the Ministers’ panel to pay heed to their point of view, but no such meeting was convened. 

In anticipation of some positive response on the charter of demands, BMS is holding back its decision to join the stir on 2 September. Last year, BMS had opted out of ‘Bharat Bandh’ (2 September 2015) in view of the government’s assurances to work on nine out of the 12 demands. 

CITU general secretary Tapan Sen told PTI that there is no question of calling back the strike. Similarly, Indian National Trade Union Congress (INTUC) vice president Ashok Singh also said that the decision to go ahead with strike stands. AITUC said, “AITUC along with other CTUs finds it difficult to accept your (government’s) request for reconsideration of call of protest strike on September 2, 2016. The decision to go on strike stands.”

OFFICE MEMORANDUM

Subject : Extension of benefits of ‘Retirement Gratuity and Death Gratuity’ to the Central Government employees covered by new Defined Contribution Pension System (National Pension System) — regarding.

The undersigned is directed to say that the pension of the Government servants appointed on or after 1.1.2004 is regulated by the new Defined Contribution Pension System (known as National Pension System), notified by the Ministry of Finance (Department of Economic Affairs) vide their OM No.5/7/2003-ECB & PR dated 22.12.2003. Orders were issued for payment of gratuity on provisional basis in respect of employees covered under National Pension System on their retirement from Government service on invalidation or death in service, vide this Department’s OM No.38/41/2006-P&PW(A) dated 5.5.2009.

2. The issue of grant of gratuity in respect government employees covered by the National Pension System has been under consideration of the Government. It has been decided that the government employees covered by National Pension System shall eligible for benefit of ‘Retirement gratuity and Death gratuity’ on the same terms and conditions, as are applicable to employees covered by Central Civil Service (Pension) Rule,1972.

3. These orders issue with the concurrence of Ministry of Finance, Department of Expenditure, vide their I.D. Note No.1(4)/EV/2006-II dated 29.07.2016.

4. In their application to the persons belonging to the Indian Audit and Accounts Department, these orders issue after consultation with Comptroller and Auditor General of India.

5. These orders will be applicable to those Central Civil Government employees who joined Government service on or after 1.1.2004 and are covered by National Pension System and will take effect from the same date i.e. 1.1_2004.

Postal cover, coin, statue to mark Mother Teresa's sainthood

To mark Mother Teresa's sainthood ceremony in Vatican on September 4, a postal cover, coin and statue will be dedicated to the late Roman Catholic nun. 

Made of pure silk, India Post will release a special postal and numismatic cover of Mother Teresa, the first of its kind, on September 2.

"A five-rupee commemorative coin issued by the Indian government in 2010 to mark the centenary birth celebrations of the legend will be engraved on the cover. This is a special feature as it combines the two collectible items of coins and stamps," eminent philatelist Alok K Goyal, who designed the stamps, said. 

The collectors' item will be released in a limited edition of 1,000 pieces. 

Besides this, the Republic of Macedonia, where Teresa was born in 1910, has also announced to release a special gold-plated silver coin on the Nobel laureate. 

The coin will have a face value of 100 Macedonian Denars and will be released next month. 

Up to 5,000 pieces of the coin will be minted for the global market out of which 50 will be made available for the Indian market, said Goyal, an international dealer in unusual stamps and coins. 

At the centre of the coin is a statue of Mother Teresa dressed in her trademark plain white sari with three blue stripes along its border. 

The coin also has the image of a clematis flower known as "Matka Teresa" (Mother Teresa) bred by Stefan Franczak, Polish Jesuit monk. 

It also carries the Latin inscription "Sancta Teresia de Calcutta" (Saint Teresa of Calcutta).

"We are hoping that this coin will be a hit not only 

in the Indian market but all over the world as she has her fans in every corner," Goyal, who represents the International Coin House in India, said. 

In Kolkata, where Mother Teresa had worked all her life and established the Missionaries of Charity, a life-size bronze statue of her will be installed at the Bishop House next to the statue of Pope John Paul II this Thursday, on the eve of her birth anniversary. 

Built by Church Art, a Kolkata-based firm engaged in making various works of art, the 5.5 feet long statue is made of bronze imported from Italy. 

The statue has been donated by Namit Bajoria, Designate Honorary Consul of the Republic of Macedonia in Kolkata. 

Teresa was born in Skopje, the capital city of Republic of Macedonia, before she left her parental home as an 18-year-old to join the Sisters of Loreto, an Irish Community of nuns with missions in India. 

For over 40 years, she served the poorest of the poor and disabled on the streets of Kolkata. For her services, she received 124 awards and distinctions, including the Nobel Peace Prize and the Bharat Ratna.

At a gala ceremony on September 4, she will be declared a saint by the Church which has recognised two miracles she was said to have carried out after her death in 1997. 

The government of Macedonia has also announced that they will mark the declaration of Mother Teresa as a saint with several events.
